NHSC Users Panel (NUP)
Charge to Panel
The NASA Herschel Science Center Users Panel (NUP) provides independent external advice to the NASA Herschel Science Center.
Before launch, the NUP will advise the NHSC on philosophy, approach and details of planned user interfaces, both programmatic
(e.g. calls for proposals, grant process), and technical (e.g. software tools). After launch, the NUP will assess quality of support
and services offered by the NHSC to users, again in terms of programmatic and technical interfaces.
The NUP will act as advocate for the US-based community in the context of NHSC planning and priority setting.
As advocates for the US-based community, the NUP will comment to the NHSC on topics affecting users, including NHSC interfaces to the
ESA Project (for NHSC's role as advocate to ESA for the US-based community and knowledge capture), effectiveness of NHSC in
community engagement and technical assistance, and NHSC policies and grant administration.
Reporting
The NUP reports and recommends actions to the NHSC Director, with copies to the NHSC Program Scientist at NASA HQ.

Meeting Frequency
Meeting frequency will be approximately twice yearly. Meetings will be convened by the NHSC, in coordination with the Chair of the Users Panel.
If issues arise outside of the normal meeting schedule, additional meetings may be scheduled as required, with consultation between the
NHSC and the Users Panel Chair.

In general, panel composition will attempt to include scientists with primary expertise in the areas of submm, planetary, and non-IR astronomy, as much as possible.
