The NASA Herschel Science Center is an important resource that has been established to directly support the US-based community in proposing and using the Herschel Space Observatory. The NHSC is here to help you get the very most out of this special scientific opportunity!


A. Clarification of Herschel Duplication Policy

The ESA Herschel Science Centre (HSC) has recently issued a clarification of the Herschel duplication policy (see http://herschel.esac.esa.int/ao_kp_latest_news.shtml) providing some important guidelines to prospective observers about what constitutes a potential duplicate observation. Before submitting an OTKP, proposal teams should look carefully at this document to check for possible implications for their proposal and AOR designs.


B. New version of HSpot released

A new version of HSpot has been released by the HSC. This version should be used for the final submission of OTKP proposals to the HSC. If you have the previous version of HSpot, make sure the "auto update" feature is on - this will ensure the latest version is found and installed. Investigators should look carefully at the ‘latest news” link above, and be aware of a forthcoming HSC newsletter which will also address this release.


C. One NASA Funding Proposal per OTKP proposal for US-based Investigators

The NHSC would like to remind proposers for Open Time Key Programs that only one funding proposal will be accepted for each observing proposal submitted to ESA. We would like to urge potential proposers to this program to read carefully the details of the NASA Cycle 0 Call For Proposals ( http://www.ipac.caltech.edu/Herschel/CP-NASA-Herschel-v1.0.pdf). The section relevant to this news item is:

"The DA/KP category provides funding to the U.S.-based members of the teams proposing to ESA/Herschel. The Principal Investigator (P.I.) on a DA/KP proposal submitted to the NHSC must be affiliated with a U.S.-based institution. If the observing proposal to ESA is led by a U.S.-based P.I., then the DA/KP funding proposal should be led by the same P.I. If the observing proposal to ESA is led by a non-U.S.-based P.I., then a "NASA P.I." should be identified for the DA/KP funding proposal to NHSC. Only one funding proposal to NHSC will be accepted for each observing proposal submitted to ESA. While the team proposing for DA/KP funds may include non-U.S.-based Co-Investigators, NASA funds may flow only to Co-Investigators affiliated with U.S.-based institutions."


D. NASA Budget Breakdown for proposals with Multiple US Institutions

We wish to clarify some issues regarding submission of the cost plan for proposals involving multiple US institutions. As stated above, there should be only one proposal for NHSC funding for each observing proposal submitted to ESA.

In the Cost Plan, you should describe the total amount of funding that is required for "NASA PI" and US-based co-Is, and how it will be used at the PI and co-I institutions in the preparation and exploitation phases.

Another element of the proposal are the budget spreadsheets. When you submit the proposal electronically, append the spreadsheets for investigators at all of the institutions involved. Also, ten days after the proposal submission deadline (Oct 26), the NHSC needs hard-copy institutionally endorsed cost plans from all institutions. Proposers can either gather those all together and send them to us in one package, or have the individual institutions send them to us themselves independently. Finally, it is valuable to provide the budget breakdown by (fiscal) year in the spreadsheets, rather than an aggregate total for the whole project.
