NEWS:
IMPORTANT ANNOUNCEMENT THAT COULD AFFECT YOUR OPEN TIME KEY PROGRAM PROPOSAL
Proposal Submission Forms
Use these web forms to submit your proposals created with the Proposal Templates below.
Proposal Templates
The following proposal templates also contain a spreadsheet for your convenience. In order to be responsive to recent helpdesk tickets,
we have provided a revised version of the budget spreadsheets which includes the ability to provide annual budget totals
(The previous version just provided a single composite budget form). The new template can be used in the proposal. We wish to
emphasize that the earlier version of the budget template (prior to those posted on this website on Oct 10 2007) is completely
acceptable. However, in order to help the proposer, we have provided these new versions for your convenience which organize the
budget on a yearly basis. If in doubt, please don't hesitate to submit a helpdesk ticket.
Note: You must submit a PDF version of your proposal; if you do not have the full version of Acrobat with which you can create a PDF file,
then check the web for a variety of free PDF converters. Your proposal is likely to be read on a computer screen, so please consider these
easy steps for making non-blurry PDFs - How to make easily screen-readable PDF files.
****IMPORTANT BASED ON FAQs to the Heldesk we reproduce here a FAQ
that might be useful regarding
what to submit in the way of budget forms*****
Q. I am PI or Co-PI on a NASA funding proposal involving more than
one institution with separate cost plans. What exactly do I submit
to the NHSC electronically regarding cost plans, and how exactly do
I get the institutionally endorsed cost plans to the NHSC?
A. The NHSC web page provides template budget forms containing a) a
summary budget table (Table 1) which should summarize the ENTIRE
project (i.e. summing up all the contributions from the individual
institutions), and b) a set of annual budget forms.
The NASA PI should:
1) Request that each separate institution use the annual budget
templates to complete their budgets AND SEND THEM BACK TO YOU (you
can request them in whatever form you like but ideally in either
PDF, *.doc or latex). It is the NASA PI's job to collect all these
forms into a one large PDF file. The file is simply a collection of
the individual forms put together, one after the other. Note: IT IS
NOT NECESSARY TO DISTILL ALL THE INFORMATION YEAR_BY_YEAR FROM THE
SEPARATE SETS -- JUST GATHER ALL THE FORMS TOGETHER INTO ONE GIANT FILE
-- WITH A CLEAR INDICATION OF WHICH FORM BELONGS TO WHICH
INSTITUTION. Along with the summary table (summarizing the complete
budget of the whole NASA funding proposal) these forms will become
part of the single cost-plan part of the PDF submission. Of course
the NASA PI will also have to follow all the rules of the rest of
the "Call for Proposals" to ensure the rest of the funding plan is
complete. In the end the NASA PI will submit a single PDF
containing the Funding proposal. As you know, the original PDF
version of the ESA proposal has also to be submitted—please consult
the "Call for Proposals" for further information.
2) Ensure that each institution sends its institutionally endorsed
budget to the NHSC within 10 days of the Oct 26 deadline. The
institutionally endorsed budgets must not deviate by more than 2%
from the budgets included in the electronically submitted sheets
discussed in 1) above.
It is not necessary for the PI to collect together the
institutionally endorsed cost plans. These should be (hard-copy)
mailed separately with an note indicating which proposal they are
associated with.
Full details about how to apply for funding under both the above
programs can be found in the following document:

Although we will attempt to field questions
relating to the ESA proposal AO, we may not be able to help with all
questions--especially relating to proposal templates or to problems
with submission. Questions of this kind should be directed at the HSC
